They continue to plunder the country while the country defends itself with all its might against the enemy. They are civil servants at all levels. And the higher the position, and the bigger the budget available to them, the more they steal. This is a story about the brothers Serhiy and Oleksandr Honcharenko, who ruled and will continue to rule in the front-line Donetsk region. Over the years of their service to the state, their parents, pensioners Nina and Vasyl Goncharenka, have enriched their assets by almost 2 million dollars, and their wives lead a luxurious lifestyle.
Donetsk Regional State Administration gave more than UAH 400 million to an unknown company “Poly”
In mid-2023, an unknown private company, Poli PE, registered at the time in the city of Dnipro, was incredibly lucky - it received 5 contracts from the Donetsk Regional Military Administration for a total of UAH 414 million. This is a huge amount of money for a firm whose last income was in 2020 and amounted to only 132 thousand hryvnias. In 2021 and 2022, the company was completely idle. But no, in 2021, Poly won two tenders from the Dovzhenko Film Studio in Kyiv for… repair and diagnostics of washing machines for a total of 6,420 hryvnias.
And within three months - from June to September 2023 - this company wins 5 tenders in a row from the Department of Housing and Communal Services of the Donetsk Regional Military Administration to carry out work on restoring heat and water supply in the cities of Myrnohrad, Sviatohirsk and Selydove, which is now surrounded by the Russian army. Surprisingly, Poli had no competitors in these tenders, so it easily received these multimillion-dollar contracts without any comments from the customer. At the very least, this private enterprise had no experience in performing such work. Poli PE also failed to provide its financial statements, so in theory and according to the tender documentation, the Donetsk DPA should have rejected its proposals. But in violation of the law, it did not do so. And it will become clear why.
So, 414 million hryvnias and the serious matter of restoring the supply of heat and water in the front-line cities were entrusted by Donetsk officials to an unknown firm. The last two tenders were completed on September 5, 2023 — exactly the day the president signed the decree on the dismissal of the head of the Donetsk Regional Government, Pavlo Kyrilenko, from his post.

Of course, the company, without money and experience in the restoration of water and heat supply, immediately began, so to speak, to "mess up". According to the first tender, dated June 14, 2023, PE "Poli" had to complete the untamping of four wells in the city of Selidove by July 20, 2023, with almost UAH 25 million. However, on Day X, instead of working wells, the Selydiv City Council reported on its Facebook page that "water problems in the city continue" and that the wells are still "in the stage of being tamped down."

This is despite the fact that, in violation of the terms of the contract, Donetsk OVA partially paid the contractor money for the performance of work in advance, although the contract clearly states that 100% of the cost is paid by the customer within 5 days after signing the act of completed work. Of course, the unknown company does not have its own working capital. In short, on the face of it, there is a clear "contract" under which the officials of the Donetsk OVA exceeded their powers. As a result, the money "went", and there was no water in Selidove.
Let's go further. On September 5, 2023, Donetsk OVA concluded two contracts with PP "Poli" for the purchase and connection of modular treatment facilities for UAH 70.88 million and the purchase and connection of a modular pumping station to existing wells, power supply networks and water supply networks for UAH 33 million. The contractor was to deliver a set of modular sewage treatment plant, as well as a pumping station with six well pumps by December 22, 2023. But "Poli" PE did not manage, so instead of fines or termination of the contract for non-fulfillment, the Donetsk OVA kindly agreed to postpone the deadline for the works until April 30, 2024.
The same — with the installation of solid fuel boilers in Selydovo for UAH 200 million. The inhabitants of the city met the winter without heat, because PP "Poli" did not have time to complete the work in the fall, as stipulated. The deadline was initially extended to December 25, 2023, but even then the contractor could not manage it, because as of January 2024, when Pavel Kyrylenka's successor as head of the Donetsk Regional State Administration, Vadym Filashkin, visited Selydovo, not all boiler houses had been started yet. This is despite the fact that their prices were significantly inflated: the cost of a boiler plant with a capacity of 6 MW under the agreement with PP "Poli" was UAH 37.6 million per piece, although, for example, in July 2024 "Kharkiv Thermal Networks" bought two boiler plants for 6 MW and 8 MW for only UAH 48.7 million.
In general, according to the data of the Prozorro system, 4 out of 5 contracts of PP "Poli" failed to meet the agreed deadlines and broke them. But Donetsk OVA in all cases agreed to postponement of terms with additional agreements.
How the Poli company disappeared with money without completing the work
And if as a result, even with the postponed deadlines, the works were completed. On September 11, 2024, the State Audit Service of Ukraine reported that a year after winning the tender for the restoration of water supply in Selidovo PE "Poli" it still did not carry out commissioning measures to ensure the proper functioning of all the facilities and did not connect them to external engineering networks. So the water supply is still not working. But 100 million UAH has already been paid to the company by Donetsk OVA. During this time, the Russian occupying forces came close to the city, and now it is generally probable that this money was released "into the wind".
And what is interesting. According to reports, the auditors tried to cross-check the documents at the "Poli" PE, but… "it was not possible to find a private enterprise at the specified legal address", so the audit service handed over the results of its inspection to law enforcement agencies.
And where did the company go, which absorbs hundreds of millions of hryvnias from the budget? According to data from state registers, PE "Poli" was registered in Kyiv from February 2000 to June 2023. At the address in Dnipro at 15 Dobrovoltsiv lane, room 3, the company was re-registered exactly two weeks before it received contracts from Donetsk OVA. On the same day, the company's type of activity was changed from "non-specialized wholesale" to "construction of residential and non-residential buildings." Well, don't go to a tender for complex engineering works with trade as an activity. At the same time, on June 7, 2023, the company's founder and director were changed in the register - Serhiy Pavlovich Pantyukov became him.
And so on February 29, 2024, when it was already clear that the company was not fulfilling its obligations under the contracts, it was re-registered at a new address in Kyiv — str. Boryspilska, 9. This address is the address of mass registration of legal entities, more than 1000 other companies are registered under it. That is, it is a kind of "registration pit", when you need to have a legal address, but it was impossible to find you by it. At the same time, the company's type of activity has changed again - now PE "Poli" is not engaged in construction, but in freight road transport. Well, as you already guessed, the founder and director of the company is no longer Serhii Pantyukov, but now it is Yuldashev Bakhtiyor Ruziyovych.
Everything looks very "steep": as if more than 400 million hryvnias were "absorbed" and all "ends in the water" at once. Now look for Serhiy Pantyukov, who signed all agreements with the Department of Housing and Communal Services of the Donetsk Oblast, and the company itself under a new fictitious legal address.
By the way, 42-year-old Serhiy Pantyukov, who was the head of the "Poli" PE purely during the "assimilation" of Donetsk OVA tenders, according to open data, is a master of sports in water polo and a member of the water polo team from the Kharkiv Polytechnic Institute, where he worked and, perhaps, still works as a coach. In the phone books of subscribers, according to the GetContact application, he is signed as "Sergey the Pool Coach", "Sergey Water Polo" and "Sergey the Athlete Mmk". A person is professionally engaged in sports, and then once — and already tamping wells and building boiler houses.

What looks even worse is the fact that the new owner and director of "Poli" PE Yuldashev Bakhtiyor Ruziyovych is a citizen of Uzbekistan, registered in the city of Tashkent. And according to the registers, since the beginning of 2024, this Uzbek citizen has become the owner of more than 100 companies registered in various cities of Ukraine and with various unrelated fields of activity.
What happens? That all this looks like a pre-planned operation, most likely, by the officials of the Donetsk regional state administration under the leadership of Pavel Kyrylenk, aimed at laundering more than UAH 400 million from the budget. Because turning a blind eye to the lack of work experience and working capital of PE "Poli", as well as full assistance in the constant postponement of work deadlines, contrary to the interests of the communities of the cities of Selidove, Myrnograd and Sviatohirsk, indicates exactly this.
How Serhiy Honcharenko fled to Zakarpattia and is driving new cars there
And you know what is telling? Serhiy Goncharenko, head of the Department of Housing and Housing of the Donetsk OVA, signed all agreements with PP "Poli". At the same time, when PE "Poli" began to re-register its legal address, type of activity and manager, obviously with the aim of hiding from law enforcement officers and auditors, in the spring of 2024, Serhii Goncharenko also resigned from his position and went as far as possible from Donetsk region - all the way to Transcarpathia. And as the facts that will be presented below demonstrate, he was preparing for this "escape" in advance.
52-year-old Serhii Honcharenko has been working as a civil servant for the past ten years. From 2015 to 2019, he worked in the Department of Ecology and Natural Resources of the Donetsk Regional State Administration, after which he became the director of the Department of Housing and Housing, from where he resigned in March 2024.

In particular, there are no interesting nuances in his declarations - a couple of apartments, a couple of plots of land, a 2018 TOYOTA C-HR HYBRID car, registered to his wife Yuliya Goncharenko, who from 2018 to 2021 was engaged in a mediocre entrepreneurial activity in the leasing and operation of real estate , at the expense of which, according to her husband's declarations, she earned almost 102 thousand US dollars in 4 years.
But the situation clearly changed in the spring of 2024, when Serhii Goncharenko literally "fled" from Kramatorsk to Uzhhorod after unsuccessful tenders with the Poly State Enterprise. According to Osint Global, since May 2024, Goncharenko has been living in a most likely rented apartment with an area of 63 square meters in the elite Uzhhorod residential complex "Modern" on Lintura Street 7. In June 2024, he purchased a 2022 Toyota Camry, the value of which today reaches from $35,700 to $42,200.
In addition, on May 19, while already in Uzhhorod, the former head of the Department of Housing and Housing of the Donetsk OVA was fined by the police for speeding. At the time, he was driving a brand new 2024 Mercedes-Benz GLE 300D Coupe, priced from $133,000. But this car is registered not to him, but to 28-year-old Kukol Vera Viktorivna. Superficial analysis indicates that Vera Kukol is the sister of Serhii Honcharenko's wife Yulia. It is known that she studied at KNU named after Shevchenko, does not have her own business, and, judging by her social networks, lives in Kyiv. Meanwhile, her sister's husband seems to be driving her car in Uzhgorod, which suggests that in fact the new Mercedes was purchased by Serhiy Goncharenko, but simply registered for his wife's sister in order to hide his expenses.
At the end of May, Serhiy Goncharenko's wife registered a FOP in Uzhhorod in the "Modern" residential complex at the address of st. Lintura, 7, sq. 125. Three months later, Goncharenko himself registered his FOP with the type of activity of providing information services. The address of his business entity was another address in Uzhhorod: str. 16, Minayska, office 209. Interestingly, at this address is Office Center 2 LLC, which belongs to the parents of Serhiy Goncharenko. Pensioners Nina and Vasyl Goncharenko bought this company in May 2023, which indicates Serhiy Goncharenko's plans to move to Transcarpathia a year before he did so.
This company did not submit any financial reports from 2020 to 2022 - probably, it did not have much profit. In 2023, the company's net profit was only UAH 10,300. But. According to the Register of Real Property Rights, the company owns 3 plots of land and 6 non-residential premises, two of which are located in the building at the registered address - one with an area of 394 square meters on the second and third floors of the building, the second is the premises of the Pub restaurant House on the first floor with an area of 320 square meters. This is almost the center of the city, the average cost of similar premises in this area of Uzhhorod costs about 1 thousand dollars per square meter. That is, the total cost of the premises can reach 714 thousand US dollars.

Four more premises owned by the company are located at 150 Sobranetska Street with a total area of 187.8 square meters. The price per square meter in this area of Uzhhorod averages $1,400, so the cost of these four premises can reach another $263,000.
Thus, even a year before Serhii Goncharenko fled from Kramatorsk after scandalous tenders, his retired parents found almost a million dollars to buy a real estate company with almost 1,000 square meters in the city center.
Goncharenko himself, having resigned from Donetsk OVA, submitted a declaration according to which he and his wife had only $65,000 in savings at that time. This was clearly not enough for the purchase of two new cars worth about 170 thousand dollars. Where does the money come from? Not from tenders?

Or maybe from his own brother, who is also not the last person in Donetsk region. Oleksandr Honcharenko has been the mayor of Kramatorsk and the head of the Kramatorsk City Military Administration for four years. Oleksandr Goncharenko with a salary of 111,000 hryvnias per month together with his unemployed wife Khrystyna also managed to acquire a lot of property.
A residential building of 281 square meters in the city of Kramatorsk, another building of 112 meters in the village of Dibrova, 3 plots of land in the village of Dibrova, 7 plots of land in the village of Yasnohirka, Donetsk region with a total area of more than 200 hectares for rent from the Kramatorsk City Council, as well as shop premises of 98 square meters in Kramatorsk and an apartment of 90 square meters in one of the most expensive residential complex "Bulvar Fontaniv" in Kyiv, bought for 5 million 766 thousand 331 hryvnias in the first year of the mayorship - in 2020.
In 2022, Khrystyna Goncharenko and her 20-year-old daughter Yevgenia moved to live in Paris. Judging by the photos on her social networks, she leads a luxurious lifestyle — she buys expensive branded clothes, shoes and accessories, which Khrystyna flaunts on her Instagram page, visits expensive restaurants and parties, travels around Europe, staying in the most expensive hotels.


In June 2023, the mayor of Kramatorsk, Oleksandr Honcharenko, was arrested in Nice, when he was supposed to be on an official business trip to Slovakia. Then Honcharenko first denied this trip, and then admitted that he really flew to France to visit his daughter, who is studying in the city of Nice. Given that Oleksandr Honcharenko's declarations for many recent years did not show any earnings of his wife, it turns out that she leads her expensive way of life in the capital of France at his expense. As well as at his expense, his daughter is studying in Nice. Taking into account only the prices for renting housing in France, and not to mention the cost of studying at French universities, it is unlikely that the official 3 thousand dollars that the mayor of Kramatorsk earns per month is enough for all these expenses.
How the parents of the mayor of Kramatorsk, Nina and Vasyl Honcharenko, became dollar millionaires
But that's all - still "flowers" compared to how much property is registered to Serhii and Oleksandr Honcharenko's parents. Nina Goncharenko's mother has 53 real estate properties registered, and Vasyl Goncharenko's father - another 38.
According to the Register of Real Property Rights, Nina Goncharenko is the owner of 40 plots of land with a total area of 242 hectares, 36 of which are located in the Donetsk region — in the cities of Kramatorsk and Novogrodivka, as well as in the village of Oleksandrivka. The woman got rich with all these plots in the period from 2018 to 2021, when Oleksandr Honcharenko was first a deputy of the Kramatorsk City Council, and then the mayor. The average value of these plots of land reaches about 500 US dollars per hectare, that is, in total, Nina Honcharenko's land is worth about 121,000 dollars.
Further. The mother of the Honcharenko brothers has 6 houses and 5 apartments registered at once. Among them is an apartment with an area of 70 square meters in the business-class residential complex "Panorama on Pechersk" in Kyiv, purchased in 2022, already during the full-scale invasion of the Russian Federation into Ukraine. Currently, the cost of an apartment of similar square footage in this renovated residential complex is $240,000. In addition, Nina Goncharenko owns a large non-residential premises with an area of 471 square meters in the city of Kramatorsk. In 2017, the average price per square meter of commercial space in Kramatorsk was approximately USD 500 per square meter. That is, the value of the object could be about 235 thousand US dollars.

The property acquisition of the father of the Honcharenko brothers is no less interesting. Vasyl Goncharenko worked as the chief sanitary doctor of Kramatorsk for about 20 years. In March 2020, he became the acting director of the Donetsk Regional Laboratory Center of the Ministry of Health of Ukraine, which essentially became a restored sanitation service. He resigned on October 28, 2020. That is, the man also, like his sons, spent most of his life in public service with a corresponding salary and… access to budgets and influence. His official income, according to the declaration for 2019, consisted of a salary of 63 thousand hryvnias per month and a pension of 8 thousand hryvnias per month.
But at the same time, 74-year-old Vasyl Goncharenko currently owns five houses, two of which are located in the resort village of Shchurove near Slovyansk - one with an area of 378.3 square meters, the other with 112 square meters. The father of the Goncharenko brothers also owns 2 apartments, one of which with an area of 67.1 square meters is located in Lviv at Yaneva Volodymyra Street, 25 in the "America" residential complex, which he purchased for approximately $133,000 in 2023.
Also, 9 land plots with a total area of almost 11 hectares in the village of Nadiya, Donetsk region, were registered to Vasyl Goncharenko. Their average cost is about 5450 USD, this land was purchased in 2021.
Another 16 plots of land were acquired by Vasyl Goncharenko quite recently — in 2024. This is almost 26.5 hectares of land in the Zakarpattia region in the village of Antolovtsi. Taking into account the average value of these plots of land at the level of 1100 dollars per hectare, he spent at least 29 thousand dollars on this purchase.
Since 2016, the father of the mayor of Kramatorsk has owned a large non-residential premises of 450 square meters in the center of Kramatorsk, the purchase of which at that time should have cost him approximately $178,000. He bought another non-residential premises with an area of 114 square meters also in Kramatorsk in 2021, the cost of which, according to our calculations, could be approximately 68 thousand dollars.

In general, since 2016, the parents of Serhiy and Oleksandr Goncharenko acquired assets worth at least 1 million 830 thousand 780 US dollars. Crazy money for Ukrainian pensioners, which is tens of times higher than their earnings.
If you add up the official incomes of the families of Serhiy and Oleksandr Goncharenko and their expenses together with the expenses of their parents, the following picture emerges. From 2015 to March 2024, Serhii Honcharenko and his wife Yulia officially earned 336 thousand 720 US dollars. The official income of Oleksandr Honcharenko's family from 2016 to 2023 amounted to 705 thousand US dollars.
Excluding household expenses, the purchase of branded clothes, gadgets and travel expenses, the Honcharenko brothers, their wives and parents spent 2 million 284 thousand 455 US dollars during the same period of time on the acquisition of expensive assets in the form of houses, apartments, cars and land plots. i.e. 1 million 242 thousand 735 dollars more. Where did these "leftist" unofficial incomes of more than a million dollars come from? Taking into account the example of the tenders of PP "Poli", the conclusion suggests itself.

“Kramatorsk rabbit”. How Oleksandr Honcharenko and his wife Khrystyna legalized UAH 6 million
Maybe someone in the family runs a successful business, you say? Suppose From 2018 to 2022, Khrystyna Honcharenko, the wife of the mayor of Kramatorsk, and her friend Kateryna Goldenstein really tried to run their business of sewing women's gloves. The project was called Tender and Dangerous. They sold their products through their Instagram page, and, judging by everything, the project did not achieve any success, not to mention that it could become a source of extra income for the Honcharenko family. In 2022, Kristina Goncharenko and her daughter moved to Paris, and the glove production project, judging by updates on his Instagram page, was discontinued.
The mayor of Kramatorsk, Oleksandr Goncharenko, is the founder of the Yasnohorivske farm, the director of which is his mother, Nina Goncharenko. But the authorized capital of the company is only 1,000 hryvnias, and there are no financial reports on it, which indicates the absence of its activities and profits.
Until 2021, Oleksandr, together with his wife Khrystyna, was the founder of "Kramatorskiy Krolyk" LLC, which is engaged in animal breeding as a registered activity. The heads of the enterprise were Khrystyna Honcharenko's father Viktor Nikitin and her brother Daniil Nikitin. But even this enterprise, according to financial reporting data, has not brought any profits since 2019. Moreover, it had considerable debts to suppliers, which were collected from Kramatorsk Rabbit through the courts.
In March 2021, the Goncharenkos sold this unprofitable firm to a certain Petrov Ruslan Anatoliyovych, registered in occupied Crimea. In his declaration, Honcharenko indicated that he received UAH 6 million, i.e., $220,000, from the sale of the company's securities from Petrov. Not a bad price for a company without profits and with debts, which leads to the conclusion that this purchase and sale agreement with a front person from the occupied Crimea could be fictitious for the purpose of legalizing Goncharenko's unofficial income.
The brother of the mayor of Kramatorsk, Serhii Honcharenko, was engaged in similar legalization of money. In 2022, he resold the 123-square-meter apartment in Kramatorsk, which he received as a gift from his mother, to his wife for 580,000 hryvnias. Very handy for explaining the source of the $16,500 in earnings.
That is, it is not possible to find confirmation that the excess profits of the Honcharenko family, which are not reflected in the declarations, have at least some understandable legal source. Which leads to the conclusion that the long-term work of Serhii Honcharenko in the Donetsk regional state administration and Oleksandr Honcharenko as the mayor of Kramatorsk allowed them to enrich themselves by tens of millions of hryvnias, which turned into a bunch of houses, apartments and hundreds of hectares of land registered to their parents. And, judging by everything, the story of the "merged" 400 million hryvnias from the budget of the bogus PE "Poli" is just one of many.
As a citizen of Uzbekistan, Bakhtiyor Yuldashev became the owner of dozens of companies that have embezzled hundreds of millions from the budget
As we have already indicated, after it "moved" from Dnipro and began to hide from auditors, a citizen of Uzbekistan, Bakhtiyor Yuldashev, became the new owner and director of PE "Poli". And as we have already noted, in addition to Poly LLC in the spring of 2024, he became the owner and manager of hundreds of other firms. We analyzed most of them, and here's what we found.
Some of the companies that are now registered to Yuldashev, as well as Poly, were the recipients of large multimillion-dollar state contracts the day before. For example, "AMK" LLC won two large tenders in 2023 - one for the overhaul of a communal kindergarten in the village of Chupakhivka of the Sumy region in the amount of UAH 25,558,231, and the second - for the construction of a waterworks in the same town. Chupakhivka in the amount of UAH 95,476,097. According to "Our Money", "AMK" LLC overestimated the prices for the construction of the waterworks. In 2019, this company was involved in criminal proceedings for the manipulation of tax reporting for a total of UAH 5.6 million in VAT, thereby evading the payment of taxes in particularly large amounts.
In 2023, Mengo Trade LLC won state tenders worth UAH 59.5 million from the Department of Self-Organization of the Dnipro City Council for capital repairs of elevator equipment in non-competitive bidding. After absorbing this money, the company changed its name from "Liftmontazh Dnipro" LLC to "Mengo Trade", and also changed its type of activity from construction and installation work to production of cheese and butter. Together with him, Bukhtiyor Yuldashev became the owner and director of the company.
In 2023, "Max Detri Tab" LLC received 22 million 217 thousand 171 hryvnias from the Main Department of the Pension Fund of Ukraine in the Kyiv region for capital repairs of the building and premises, winning the tender also without a single competitor. But as in the previous examples, then the company had a different name - "Parity BC" LLC. After "working out" the multimillion-dollar contract, the company's name, registration address and… founder changed. He became Bukhtiyor Yuldashev.
Or Tsenprom LLC. In 2023, it was called LLC "KIT 2023", when it won, again in non-competitive bidding, a tender for the amount of almost UAH 3 million for the supply of canned and frozen food products to the T0400 military unit. In the spring of 2024, the company was re-registered from its address in Dnipro to the address of mass registration of companies in Kyiv at Dilovii Street, 5, its type of activity changed from non-specialized wholesale trade to fuel wholesale, and guess who became its founder and director? That's right, Bukhtiyor Yuldashev.
And this is only a part of the companies that have the same story: they received multimillion-dollar contracts from government agencies, received the money, and then suddenly at the same time - in the spring of 2024 - changed their names, registration addresses, types of activities, and all of them were owned by the same person - Uzbek citizen Bukhtiyor Yuldashev. All of this smells very bad and indicates that there is a certain group of people in the country who, during the war, have been running a scheme in different cities and with different government agencies to obtain multi-million dollar government contracts for fictitious shell companies with the clear purpose of laundering budget money. And the scale of this scheme, apparently, can reach billions of hryvnias, which end up in the hands of fictitious companies that are then nowhere to be found.
Can this happen without the participation of civil servants? Based on the example of the Donetsk Regional Administrative Office and Poli PE, we can safely say that this was done with the active assistance of Serhiy Honcharenko, as the customer of services and signatory of the agreements, and his superior Pavlo Kyrylenko, as the head of the Donetsk Regional Administrative Office at the time, who was responsible for the use of budget funds in the frontline region.
So, it is no longer so surprising how the Honcharenko brothers' family got so many apartments, houses and land. The only strange thing is that this whole story has so far remained unaddressed by anti-corruption law enforcement agencies.
