Such amounts were calculated by investigators within the framework of six criminal proceedings in which Hudz is a suspect. Meanwhile, the Kyiv City State Administration official with a more than modest salary over these years acquired a large estate near Kyiv, and his relatives, also without having the corresponding income, acquired real estate worth hundreds of thousands of dollars. How does Andriy Hudz, Vitali Klitschko&#8217;s long-time subordinate, enrich himself?<\/em><\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"gudz1\"><strong>\u201cEternal\u201d official Andriy Gudz<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The management of municipal property of the capital is a place where there will always be a lot of people who want to work, even if the salary there is hryvnia per month. The opportunities to earn millions of times more are much more attractive than the salary. And Andriy Gudz, having taken up the position of head of the Department of Communal Property of the city of Kyiv back on November 5, 2014, has not been going to leave it for 10 years now. With a salary of 12 thousand hryvnias per month in 2015 and 68 thousand hryvnias as of 2023, Andriy Gudz has not been inferior to successful businessmen in terms of his standard of living over these 10 years.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But first of all, let&#8217;s start with the fact that Andriy Gudz was a civil servant throughout his professional life and never did business for a single day. In other words, he was on budget support, which means he had limited official income. He took the civil servant&#8217;s oath back in 1996 \u2014 immediately after graduating from the Kyiv International University of Civil Aviation \u2014 and began working at the State Property Fund of Ukraine, where in 9 years he rose from a specialist to the deputy head of the fund.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Even then, at the end of his work at the FMU, in 2005, Andriy Gudz was able to buy real estate for a then-insane $200,000. It was a large 121-square-meter apartment in what was then <a href=\"http:\/\/domik.ua\/uk\/korysne\/photoalbum\/kiyiv-geroyiv-stalingrada-prosp-12zh-120049.html\" title=\"the best\">the best<\/a> new building on the banks of the Dnipro River in Obolon at 12Zh Volodymyr Ivasiuk Street and a 16.2-square-meter garage next to the house. In his declaration, Gudz indicated that this apartment cost him only $77,000, although in fact its market price at the time was from $180,000 (today it is $350,000). According to the declarations, Gudz spent another $10,435 on the garage.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">After the FMU, he moved to work as the head of the State Property Department of the Ministry of Transport and Communications of Ukraine, later he worked as the head of the State Property Department of the Ministry of Coal Industry of Ukraine. At this time, in 2007, Gudz was able to afford to buy a 2006 Subaru Forester car worth 32 thousand US dollars.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And so, in December 2010, Andriy Gudz \u201csettled down\u201d in the Department of Communal Property of the Kyiv City State Administration, which was then still called the Department of Privatization, Corporate Rights, Formation and Distribution of Communal Property, where he worked in various positions until Vitaliy Klitschko, having won the elections of Kyiv mayor for the first time, appointed him in November 2014 as the director of this department.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"gudz2\"><strong>How Andriy Gudz and his wife Yulia spend many times their income<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">That is, Hudzy&#8217;s entire career has been living on a civil servant&#8217;s salary. According to his declarations from 2015 to the present, his joint income with his wife has varied from $16,000 to $35,000 per year. Officially, his savings did not exceed $46,000 in 2018. That is, officially, Andriy Hudzy&#8217;s family is an average one for Kyiv, without any super-profits.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But, as you know, you need to look at expenses rather than income. And here it gets more interesting. In his <a href=\"http:\/\/public.nazk.gov.ua\/documents\/561d847b-ece1-442e-bfb3-5c91914c3605\" title=\"2019 declaration\">2019 declaration<\/a>, Andriy Gudz listed the purchase of a brand new Subaru Outback for UAH 1 million 75 thousand (USD 40,100 at the time), which was registered in the name of his wife, Yulia Gudz. As mentioned above, as of 2018, the Gudz family officially had USD 46,315 in cash savings. In the declaration for 2019, they dropped to only $25,940, meaning that $20,375 was spent.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It turns out that Andriy and Yulia Gudz had to spend the remaining funds for the purchase of a car, which is another $19,725, from their income, which in 2019 amounted to $26,240 for two. Thus, the director of the Kyiv Department of Communal Property was supposed to have only $6,515 left for daily living for a whole year, or $542 per month. And this is for three people, because the couple has a son, Andriy, born in 2017. Will anyone believe this? So, in this example, the conclusion about the presence of unofficial income that passes by Andriy Gudz&#8217;s declaration is more than fair.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In the same 2019, Andriy Gudz declared a house with an area of \u200b\u200b157.4 square meters in the village of Oseshchyna near Kyiv at 22 Luhova Street. The cost of the house, according to what Gudz indicated in his declaration, is only $16,125. This house was built back in 1989 by the father of the director of the Department of Communal Property of Kyiv, Anatoly Gudz, and came to him as an inheritance. That is, you can imagine that this is some ordinary old dacha. If only: judging by the photo, Andriy Gudz rebuilt it, made repairs and landscaped the territory, which could have cost him, according to our calculations, no less than 200 thousand dollars. And it is obvious that they do not fit into the official income of the head of the capital&#8217;s municipal property. However, it is clear that it would be suspicious to register all the property purchased with unofficial profits only for himself or his wife, so Andriy Gudzys&#8217; relatives also turned out to be, as they say, not the last people.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"gudz3\"><strong>How Andriy Gudz&#8217;s mother-in-law got two apartments in the elite residential complex Costa Fontana in Odesa<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">For example, Andriy Hudzy&#8217;s mother-in-law, 70-year-old pensioner Natalia Borysyuk, a former employee of the Novograd-Volynskyi United City Military Commissariat, a year and a half after her son-in-law became the director of the Department of Communal Property of Kyiv, in June 2016, became the happy owner of two apartments No. 1706 and 1707 in the elite residential complex Costa Fontana, located on the first line from the Black Sea in Odessa. The first apartment has an area of \u200b\u200b73 square meters, the second &#8211; 61.6. And the cost of these apartments, according to the purchase and sale agreements, was only $ 50.3 thousand for the first and $ 42.4 thousand for the second. The average <a href=\"http:\/\/dom.ria.com\/uk\/realty-prodaja-kvartira-odessa-primorskiy-fontanskaya-doroga-25217534.html\" title=\"cost of such apartments\">cost of such apartments<\/a> in this residential complex is from 270 thousand dollars, so you can imagine the approximate amount that pensioner Natalia Borysiuk had to have &#8211; somewhere around half a million dollars.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And how easy is it to understand that the pensioner from Novohrad-Volynskyi may not have even been in these two apartments, and that the property actually belongs to Andriy Gudziu? It is very simple. According to an extract from the Register of Real Property Rights, the developer of the Costa Fontana residential complex was the <a href=\"http:\/\/nashigroshi.org\/2020\/03\/20\/sbu-otrymalo-dostup-do-dokumentiv-pro-reiestratsiiu-kvartyr-v-odesi-na-berezi-moria-zbudovanykh-pid-vyhliadom-hoteliu-foto\/\" title=\"scandalous\">scandalous<\/a> company Kometa-M LLC and PrJSC HC Kyivmiskbud. Coincidentally or not, our hero, Andriy Gudz, has been a <a href=\"http:\/\/kashtan.news\/ne-taka-vzhe-y-nova-nahliadova-rada-kyivmiskbudu-z-posadovtsiv-kmda-ta-bez-predstavnykiv-investoriv\/\" title=\"member\">member<\/a> of the Supervisory Board of Kyivmiskbud PrJSC since April 30, 2015, as a representative of the Kyiv City State Administration, which owns 80% of the holding company&#8217;s shares. Interesting, isn&#8217;t it? How exactly and for what the mother-in-law of a member of the Supervisory Board of Kyivmiskbud received two adjacent apartments in an elite building by the sea built by this company is currently unknown. But what is clear is that the use of her official position for personal enrichment was definitely involved.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"gudz4\"><strong>How Andriy Gudz&#8217;s former subordinate with a salary of UAH 14 thousand got real estate worth almost $200 thousand<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">But that&#8217;s not all. Within the framework of one of the criminal proceedings \u211642021102100000100 of June 14, 2021 (more on that later), investigators came to Andriy Gudz&#8217;s home on April 22, 2022 &#8211; to the same house in the village of Oseshchyna &#8211; to serve him a summons. However, Gudz was not at home at the time, and the investigators were met by a woman who was in the house with two young children. And it was not Andrii Hudz&#8217;s wife, but Viktoriia Feshchenko, who had been working at the Kyiv City Department of Communal Property since 2015, when Hudz <a href=\"http:\/\/kyivcity.gov.ua\/img\/item\/cj9qaqmp3k_povid.pdf\" title=\"hired her\">hired her<\/a> as a leading specialist in the documentary support department of case management. But for one thing. According to the Register of Real Property Rights, Victoria Feshchenko and her mother Larysa Vasylenko have owned real estate worth an estimated total of $175,000 between 2020 and today. This is an 80-square-meter apartment in the Synergy-3 residential complex in Irpin, which Victoria Feshchenko&#8217;s mother bought in June 2020. The average cost of such a renovated apartment <a href=\"http:\/\/olx.ua\/d\/uk\/obyavlenie\/prodazh-evro4k-kvartiri-v-zhk-sinergya-3-rpn-IDWzNT2.html\" title=\"is\">is<\/a> USD 94 thousand. This is also a 38-square-meter apartment in the Vorzel Park residential complex, which Larysa Vasylenko bought three months later, in September 2020. Its <a href=\"http:\/\/dom.ria.com\/uk\/prodazha-kvartir\/vorzel-ul-klenovaia\/\" title=\"price\">price<\/a> is about 40 thousand US dollars. At the same time, she also purchased a non-residential premises of 4.4 square meters in the same residential complex for about 4 thousand dollars.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Just recently, in April 2024, Victoria Feshchenko herself bought a 35.1-square-meter non-residential space in the Olimp residential complex in Irpin, which could have cost her at least $35,000, the <a href=\"http:\/\/dom.ria.com\/uk\/realty-prodaja-kvartira-irpen-sobornaya-iii-internatsionala-ulitsa-32439460.html\" title=\"price\">price<\/a> of a similarly sized space in this residential complex.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Victoria Feshchenko&#8217;s official salary in Gudzy&#8217;s department, according to her declarations, reached some 14 thousand hryvnias per month. During her 5 years of work in the department, she did not declare any monetary savings &#8211; and this is understandable, you can&#8217;t save much from such a salary. Her mother Larisa Vasylenko also hardly earned any extra profits &#8211; her name is not in any business as a founder. One of her personal numbers in the Getcontact application is signed as &#8220;Commandant Larisa Borisovna&#8221;, which may indicate that she works or worked as a commandant in a dormitory, that is, she could hardly have saved $ 175 thousand for real estate.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Therefore, one conclusion suggests itself &#8211; Victoria Feshchenko&#8217;s stay in Andriy Gudzy&#8217;s house is most likely far from accidental. According to our data, Victoria Feshchenko divorced her husband in 2019. And her second child, Sidletsky Ilya Andriyovych, was born on September 1, 2021. The surname Sidletskaya is Victoria&#8217;s maiden name. According to the information we received, according to the documents, Ilya Sidletsky has a father &#8211; Sidletsky Andriy Oleksandrovych, who, however, did not provide any documents confirming his identity at the birth of the child. Infographics Osint Global<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">In general, according to our calculations, during his years as director of the Department of Communal Property of Kyiv, Andriy Gudz could have legalized more than half a million US dollars of unofficial profits through real estate registered for close associates.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"gudz5\"><strong>How Andrii Hudz \u201cmerges\u201d municipal property into private hands at a reduced cost<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">And where can the director of the Department of Communal Property of Kyiv get unofficial profits? Of all possible transactions with communal property &#8211; lease and privatization. One can only imagine how many decisions of the Kyiv city authorities regarding the communal property of the territorial community were made in the interests of private individuals during the 10 years of Andriy Hudz&#8217;s tenure in office, but we will not guess, but will list only a few of the many criminal proceedings in which Andriy Hudz became a defendant.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In 2021, investigators opened criminal proceedings No. 42021102100000100 on the fact of official negligence of the director of the Department of Communal Property of the city of Kyiv, Andriy Hudz, which caused serious consequences in the form of losses to the capital&#8217;s budget in the amount of 22 million 335 thousand 583 hryvnias. This money was supposed to come from the lease of the building of the Kyiv cinema, which was leased to Cinema Center LLC.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Cinema Center stopped paying the rent for the building, and instead of conducting claim work aimed at early termination of the contract in court due to non-payment of rent, Andriy Gudz, on the contrary, according to the investigation, assisted in drafting and issuing an act suspending the parties&#8217; obligations under the cinema lease agreement. In other words, he simply allowed the LLC not to pay the rent, but to <a href=\"http:\/\/reyestr.court.gov.ua\/Review\/118167272\" title=\"continue renting the building\">continue renting the building<\/a> from December 2019 to July 2021. The case is still pending in court.\u00a0<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In March 2023, the police opened another criminal case regarding the embezzlement of property of a cultural heritage site on Striletska Street 28 in the center of Kyiv. In August 2022, Andriy Gudz issued an order on the basis of which a decision was made to privatize non-residential premises with an area of \u200b\u200b\u200b\u200b119 square meters in this building. The winner of the auction was the private enterprise &#8220;Stroyavtoservis&#8221;, which offered only 600 thousand 100 hryvnias for the purchase of this premises.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, the winner did not pay the specified amount within the specified timeframe, which is why Andrii Hudz approved a new protocol on the results of the electronic auction, which recognized another winner, Vadym Linnik, to whom he sold almost 120 square meters in the heart of the capital for only UAH 300 thousand, i.e. at a price of UAH 2,500 per square meter, which investigators saw as misappropriation and embezzlement of property by abuse of office under Article 191(3) of the Criminal Code of Ukraine. The investigation into this case is still ongoing, but <a href=\"http:\/\/reyestr.court.gov.ua\/Review\/113191754\" title=\"according\">according<\/a> to the Unified Register of Court Decisions, there has been no movement in the case since July 2023.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Another fraud with municipal property in Kyiv was recorded by law enforcement officers when Andrii Hudz sold without a tender a space in a municipal building at 1 Akademika Hlushkova Avenue, building 65. It all started with the fact that in 2018 the Department of Communal Property leased the premises to the charitable foundation \u201cFoundation for the Preservation of Historical Heritage\u201d, which two years later came to the department with letters stating that the foundation had made capital improvements to the premises, and therefore asked to sell the premises without competitions and auctions under a simplified procedure. Andriy Gudz kindly agreed, and as a result, firstly, he sold the premises to the foundation, and, secondly, he also compensated the foundation from the Kyiv budget for the costs of the improvements, which, as investigators later found out, did not actually exist. Because of this, the <a href=\"http:\/\/kyivvlada.com.ua\/texts\/deputatskij-deriban-natspolitsiya-rozslidue-obstavini-privlasnennya-komunalnoi-budivli-u-kievi\/\" title=\"budget lost\">budget lost<\/a> UAH 334 thousand, and the foundation, after privatizing the premises, almost immediately resold it to Parkpoint LLC.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In January 2024, the court approved a search of Andriy Gudz&#8217;s house as a defendant in the case of misappropriation of money from Kyivvodokanal, where Gudz is also a member of the Supervisory Board. The proceedings were opened in December 2023, in which investigators found that Kyivvodokanal had <a href=\"http:\/\/reyestr.court.gov.ua\/Review\/117641359\" title=\"withdrawn almost UAH 180 million\">withdrawn almost UAH 180 million<\/a> through companies that supply reagents, including Stonesend LLC, Polixen LLC, Neosynthesis LLC, Capital-Rost LLC, Ukrkhimstandart LLC, and others.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"gudz6\"><strong>How Andriy Gudz gave 13 tennis courts to Igor Kononenko&#8217;s company for nothing<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">But the most illustrative case against Andrii Hudz was opened recently &#8211; in April 2024. The territorial community of Kyiv owned 13 tennis courts at 63 Povitroflotskyi Avenue, where children from various sports schools <a href=\"http:\/\/domik.ua\/novosti\/zastrojshhiki-zastroyat-tennisnye-korty-torgovym-kompleksom-n15044.html\" title=\"trained for free\">trained for free<\/a>. However, on July 28, 2016, the Kyiv City Council, by its <a href=\"http:\/\/kievvlast.com.ua\/project\/resources\/attachments\/8q94aXT6.pdf\" title=\"decision\">decision<\/a> No. 892\/892, approved the lease of three non-residential buildings together with these tennis courts of 7354.1 square meters for three years to the Smesh Tennis Group LLC for \u201cplacement of a sports and fitness facility.\u201d As a result, the company received this municipal property without a tender, as the only bidder.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Interestingly, from November 2020 to November 2024, the ultimate beneficiaries of LLC \u201cTennis Group \u201cSmesh\u201d were Hanna Kovalenko and Ihor Kononenko, a People\u2019s Deputy of the VIII convocation from the \u201cBPP \u201cSolidarity\u201d party and a close associate of the fifth President of Ukraine Petro Poroshenko.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In 2017, the aforementioned LLC decided to privatize tennis courts, and to do so at a significantly reduced cost. To do this, \u201cSmesh\u201d entered into an agreement with LLC \u201cEvaluation Company \u201cMisto\u201d to conduct an assessment of buildings and courts, which the latter did, providing an estimate of the value of the object at UAH 22.04 million. But there is one nuance &#8211; the \u201cMisto\u201d assessment indicated not 13, but only 9 tennis courts. In February 2020, the Kyiv City Council approved the list of real estate subject to privatization. This list also includes tennis courts on Povitroflotsky Avenue.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On June 26, 2020, Andriy Gudz <a href=\"http:\/\/kyivvlada.com.ua\/texts\/kriminalna-privatizatsiya-tenisna-partiya-gudzya-kononenka-mogla-koshtuvati-byudzhetu-kieva-47-mln-griven\/\" title=\"signed\">signed<\/a> a sale and purchase agreement with Smesh Tennis Group LLC without holding an auction on the Prozorro.Sale platform, and the price was not even UAH 22 million, but almost half that &#8211; only UAH 13.5 million. The pre-trial investigation found that the actual market value of this privatized facility with a total area of more than 10 thousand square meters as of March 30, 2020, was UAH 75 million 408 thousand 427. This means that Andriy Gudz, by his actions in the interests of Ihor Kononenko&#8217;s business, caused damage to the Kyiv budget of more than UAH 60 million.<\/p>\n\n\n\n<figure class=\"wp-block-image size-full is-resized\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"531\" src=\"https:\/\/osintglobal.com\/wp-content\/uploads\/2024\/12\/cleaned1733733148_tenisni_korty_smesh_na_povitroflotskomu_prospekti-1024x531-1.jpg\" alt=\"\" class=\"wp-image-912\" style=\"width:573px;height:auto\" srcset=\"https:\/\/osintglobal.com\/wp-content\/uploads\/2024\/12\/cleaned1733733148_tenisni_korty_smesh_na_povitroflotskomu_prospekti-1024x531-1.jpg 1024w, https:\/\/osintglobal.com\/wp-content\/uploads\/2024\/12\/cleaned1733733148_tenisni_korty_smesh_na_povitroflotskomu_prospekti-1024x531-1-300x156.jpg 300w, https:\/\/osintglobal.com\/wp-content\/uploads\/2024\/12\/cleaned1733733148_tenisni_korty_smesh_na_povitroflotskomu_prospekti-1024x531-1-768x398.jpg 768w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><figcaption class=\"wp-element-caption\"><em>The company of Poroshenko&#8217;s associate acquired municipal tennis courts in Kyiv for UAH 13 million, with their market value of UAH 75 million. Photo: mixsport.pro<\/em><\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Currently, <a href=\"http:\/\/kievvlast.com.ua\/base\/dose-_gudz_andrej_anatolevich45465\" title=\"investigators\">investigators<\/a> have served five people with suspicions in the case &#8211; Andriy Gudziu, his deputy Yuriy Plotnikov, the director of the Smesh Tennis Group LLC, and the companies that conducted the fictitious assessment of municipal property.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">During his 10 years as director of the Department of Communal Property of Kyiv, Andriy Hudz has already become a defendant in six criminal proceedings for crimes that caused budget losses in the amount of more than 600 million UAH. These are only those cases for which law enforcement officers managed to collect evidence. We are confident that a thorough analysis of all decisions made by Hudz regarding the municipal property of the capital will reveal many more interesting stories.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As part of criminal proceedings No. 42023102090000175 and 42021102100000100, the investigation even tried to remove Andriy Hudz from his position, but the courts came to his defense. How clearly Kyiv Mayor Vitaliy Klitschko stands in his defense, who is obviously pleased with what is happening with the capital&#8217;s municipal property, and how his subordinate Andriy Hudz successfully makes money from this, buying apartments one after another for his relatives and close people.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Andriy Hudz may have caused more than UAH 600 million in losses to the Kyiv budget during his 10 years as head of the Kyiv City Department of Communal Property.
