Pavlo Polyarush, the head of the Troubled Assets Department of the National Bank of Ukraine, not only behaves defiantly, threatening people with prize weapons, but also hides his business from the state – the private kindergarten “Bambini House” in Buchi, which does not pay taxes, and expenses for hundreds of thousands of dollars – for a country house and cars<\/em><\/p>\n\n\n\n

How a drunken NBU official Pavlo Polarush got into a fight with a soldier Andriy Tratsevsky<\/strong><\/h2>\n\n\n\n

On the territory of the “Zarechyny” residential complex in Kyiv, on the evening of September 26, 2024, the head of the Troubled Assets Department of the National Bank of Ukraine, Pavlo Polyarush, jumped out from under the wheels of the car of a military serviceman, a Belarusian volunteer, Andriy Tratsevsky with the call sign “Immortal”, blocked his movement and entered into a conflict with him . According to the testimony of a military officer, Polyarush was in a state of alcohol intoxication, and during the quarrel he threatened that he would “shoot his legs” with a prize weapon, and that he would “buy everyone” if something happened.<\/p>\n\n\n\n

To begin with, it should be noted that despite the attempt of the head of the NBU Troubled Assets Department to justify his behavior<\/a> and deny the testimony of serviceman Tratsevsky, according to police officers, Polyarush really drove a Lexus car that evening in a state of alcohol intoxication – he had a characteristic odor from the mouth, as well as unsteady gait and trembling of the fingers. According to law enforcement officers, after the armed conflict with the military, Polyarush refused to be examined for intoxication in accordance with the procedure established by law.<\/p>\n\n\n\n

The National Bank started its own official audit<\/a> of this incident, but for a month it did not announce its results, although, according to the institution, the deadline for conducting an official audit is 20 days. The police officers called to the scene of the fight drew up a report against Polyarush under Article 130 of the Code of Criminal Procedure for driving while intoxicated, and also opened<\/a> criminal proceedings under Article 129 of the Criminal Code of Ukraine “Threat to kill”. The latter, according<\/a> to the media, has already been closed, the fate of the protocol for drunk driving is still unknown.<\/p>\n\n\n\n

Was it possible, as promised, to “buy everyone”? The other day, military serviceman Tratsevskyi stated<\/a> that the criminal proceedings were closed by agreement of the parties. “We worked it out like a man, shook hands, found points of contact to help the army, the conflict is over!” he wrote on his Telegram channel.<\/p>\n\n\n\n

However, experience suggests that in our country, only those civil servants behave so defiantly and brazenly, who engage in corruption just as defiantly and brazenly and really have enough corruption profits to “buy everyone” for them. We decided to test this hypothesis of ours regarding Pavel Polyarush, and\u2026 we were not particularly surprised that it was confirmed.<\/p>\n\n\n\n

Pavlo Polarush at the National Bank: work with distressed assets does not bring results<\/strong><\/h2>\n\n\n\n

43-year-old Pavlo Polyarush, originally from the village of Teplyk, Vinnytsia region, having an economic education, worked as a manager at “Diamantbank”, “Pro Credit Bank”, “Universal Bank”, as well as at the international event company Marcus Evans LTD and at the management positions in the Main Department of Risk Management of PJSC CB “Pravex-Bank”.<\/p>\n\n\n\n

In April 2023, he was appointed to the position of head of the Department for Work with Problem Assets of the National Bank. But this is not the first time he holds this position. For the first time, he became the head of this department at the NBU in 2019, but in 2021 he was dismissed from his position, allegedly by “consent of the parties.” Probably, the results of his work did not suit the previous chairman of the National Bank, Kyril Shevchenko, and the new chairman, Andriy Pishnyi, decided to return him.<\/p>\n\n\n\n

Although the effectiveness of Polyarush’s work raises many doubts. Notable results in debt collection, which is a direct duty of Polyarush in his position, were not observed either during his first “term” or during the second. From open data<\/a> on the Internet, it is known that the last news about debt collection by the NBU was only at the beginning of 2022, that is, when Pavlo Polyarush was just “resting” from work at the NBU in the break between dismissal and reinstatement in his position.<\/p>\n\n\n\n

Today, in the presentation materials<\/a> for 2024, the National Bank indicates that it only puts the debtors’ property up for sale at auctions, which, for some reason, do not take place one<\/a> by one<\/a>. This means that debtors continue to use their assets, receiving profits from them, while the National Bank is inactive.<\/p>\n\n\n\n

In the meantime, the NBU is trying to divert attention to the lack of progress in working with problem assets by drafting amendments<\/a> to the Regulation on the organization of the process of managing problem assets in banks of Ukraine, reorganization of these processes, and imitation of the reformation of Pavlo Polyarush’s direction of work, for which there are no results. And the NBU’s inaction in working with debtors is nothing more than a corruption-inducing factor: isn’t Pavlo Polyarush turning a blind eye to them?<\/p>\n\n\n\n

According to Pavlo Polyarush’s declaration<\/a> for 2018, when he was preparing to take up the position of head of the NBU’s Troubled Assets Department, at that time he had an apartment with an area of \u200b\u200b90 square meters in the residential complex “Aristokrat” on Yevgena Konovaltsya Street in Kyiv, a small apartment building at 53 squares in the village of Ulashivka in the Kyiv region, a garage and a 2014 Suzuki Grand Vitara registered to Alla Polyarush’s mother, as well as $31,000 in savings. In other words, nothing special.<\/p>\n\n\n\n

Well, except for the apartment at 14-16 Druzhba Narodov Street, which was also designed for Polyarush’s mother, although he himself lived there. And it raises doubts about where a pensioner living in the village of Teplyk, Vinnytsia region, who has never had her own business, got 83,655 USD to buy an apartment in Kyiv. Moreover, according to our data, before the purchase of this apartment, Alla Polyarush issued a power of attorney in the name of her son to represent her interests regarding the purchase of any real estate in Ukraine. That is, everything points to the fact that Polyarush bought this apartment for himself and with his own money, which he thus legalized through registration of real estate for his mother.<\/p>\n\n\n\n

Getting into the National Bank in 2019 significantly changed Polyarush’s financial situation. Despite the fact that his salary did not change much with the transition from Pravex Bank to the NBU (645,000 UAH for 2018, 688,000 for 2019, 1.3 million for 2020 and 800,000 UAH for 2021), his monetary savings began to grow significantly: in 2020, they increased from $31,000 to $74,000, and in 2021, this figure was already $143,000. That is, in 2021 alone, with an income of $29,000, Polyarush somehow managed to save $69,000 \u2014 an amount that is more than twice his salary. Which clearly indicates that he has significant “leftist” unofficial profits.<\/p>\n\n\n\n

In addition, in 2021 Polyarush declared<\/a> a 2017 Lexus RX 200T car for $51,320, which is registered to Shatrova Karina Oleksandrivna, the daughter of his common-law wife Iryna Mudroi. However, this is the same Lexus in which Polyarush had a fight with a soldier in September 2024, and according to our data, he bought it himself, simply registering it for his stepdaughter. That is, in addition to 69 thousand dollars of savings of unknown origin, the head of the National Bank department found another 50 thousand dollars for the purchase of a car.<\/p>\n\n\n\n

For the daughter of his roommate, Pavlo Polyarush registered not only a car, but also a house with an area of \u200b\u200b138 square meters with a plot of land of 500 square meters in the village of Bohdanivka, Brovarsky district, on the territory of the cottage town “Nova Bohdanivka”. He appeared in Polyarush’s declaration for 2022<\/a>, when his income for the year amounted to 0 hryvnias. In the declaration, the official indicated that these two properties cost Karina Shatrova $21,800 each. While the average home of similar square footage in this town with average renovations currently costs between $97,000<\/a> and $134,000<\/a>, and as of 2019 is the year of buying a house with land, unrenovated houses in the cottage town of Nova Bohdanivka cost from $62,000 US dollars. That is, the value of the house in Polyarush’s declaration was underestimated by at least 3 times.<\/p>\n\n\n\n

According to Osint Global, for two years from November 2021 Polyarush actively communicated with persons who were engaged in the construction, repair and decoration of the territory of Polyarush’s house in Bohdanivka all this time. At the same time, the same workers were making repairs in the apartments of the manager of the NBU \u2014 in the Aristocrat residential complex and at 14-16 Druzhba Narodiv Street. One can only imagine how many tens of thousands of dollars were spent on repairs to the country house and two capital apartments of the head of the NBU’s Problem Asset Management Department.<\/p>\n\n\n\n

And with all these expenses on real estate and cars in recent years, according to the results of 2023, the size of Polyarush’s savings with a salary of 42 thousand dollars per year increased to 613 thousand US dollars. Interesting arithmetic, isn’t it? The impression is that money is just pouring into the pockets of the National Bank official from unknown sources.<\/p>\n\n\n\n

Pavlo Polarush’s illegal business: how the Bambini House kindergarten LLC did not pay taxes for years<\/strong><\/h2>\n\n\n\n

Although not. Partially known. We found an illegal business in Pavlo Polyarush. A small one, which is definitely not the source of all the unofficial profits of the manager of the National Bank, but nevertheless. At the beginning, in 2017, it was issued to the official’s 74-year-old mother, Alla Polyarush, who definitely did not deal with it, because the business is located in Bucha, and Polyarush’s mother lives in the village of Teplyk in Vinnytsia.<\/p>\n\n\n\n

We are talking about the private kindergarten \u201cBambini House\u201d<\/a>. According to open sources, Alla Poliarush was a co-founder of Bambini House until October 23, 2018 – apparently, Pavlo was already preparing to serve at the National Bank and decided to hide his mother and his business from the public eye, as a civil servant cannot be involved in business. The second co-founder of the company, Yulia Medvedeva, judging by the signatures of her mobile number in the GetContact app, worked at Pravex-Bank, where Pavlo Poliarush worked from 2012 to 2019, which means that they were probably colleagues at the time of the business founding.<\/p>\n\n\n\n

Today, the founder of the kindergarten is 34-year-old Natalia Kymlyk, who is the wife of prosecutor Roman Kymlyk, a friend<\/a> of Pavlo Poliarush. Previously, Bambini House Kindergarten LLC was registered at the address of the mass registration of companies at 4A Sichovykh Striltsiv Street, but today it is re-registered in Bucha at 5 Dniprovska Street. According to the register of real estate rights, this address is home to a 263.1-square-meter residential building and an 880-square-meter land plot owned by Oleksandr Kondratiuk. That is, the preschool education institution is located de jure and de facto in a residential building.<\/p>\n\n\n\n

According to Youcontrol, DNZ “Bambini House” LLC did not provide financial reports at all from 2017 to 2022, although, judging by information on the Internet, the kindergarten began working on December 4, 2017. Only in 2023, the company showed its revenues, which amounted to UAH 679,300, while the profit turned out to be unprofitable \u2014 minus UAH 1,400. In addition, 2 employees, who were included in the reporting of DNZ “Bambini House” LLC, seem unrealistic for the work of the kindergarten – that is, this figure is clearly underestimated: 2 people cannot ensure the work of the preschool education institution.<\/p>\n\n\n\n

According to advertisements<\/a> on the Internet, at the time of the opening of the “Bambini House” kindergarten, the cost of one child’s stay in it with meals was UAH 7,500 for a full day and UAH 6,000 for half a day. Today, the kindergarten’s website<\/a> states that the number of children is 20, although, according to the “KyivVlad” publication<\/a>, in December 2017, the Kyiv Regional State Administration agreed on a license for “Bambini House” for 60 children. Today, the price for one child’s stay is hidden on the kindergarten’s website, it can be found out only upon request, but it is obvious that it has grown significantly since 2017.<\/p>\n\n\n\n

In any case, if you compare the financial statements of DNZ “Bambini House” LLC, which the company began to submit only in 2023, and the information that the kindergarten began working in December 2017, it turns out that for five years the company led illegal activity and did not pay taxes to the state. And if you do the math, when the kindergarten is fully occupied with 20 children and at a price of UAH 7,500 per month, as well as under the condition that the cost of private kindergarten services has not changed for 5 years, it turns out that in 5 years the income of the kindergarten could be at least 9 million hryvnias (312 thousand US dollars), of which not a penny was paid to the budget.<\/p>\n\n\n\n

That is, for five years, Pavel Polyarush’s illegal business brought him good profits, which he hid from the state and, probably, from which he today promises to “buy everyone” during drunken fights with military personnel.<\/p>\n\n\n\n

Where did Pavlo Polarush get the pistol he used to threaten the soldier?<\/strong><\/h2>\n\n\n\n

As for the award pistol that Polarush used to scare the Belarusian volunteer and which police officers seized<\/a> from the banker’s Lexus and sent for examination, according to a veteran of the Russian-Ukrainian war, Oleh Symoroz, on his Facebook page<\/a>, Polarush received this pistol for his work as an advisor to Defense Minister Pavel Reznikov in 2022.<\/p>\n\n\n\n

However, in a response to an information request, the Ministry of Defense of Ukraine denied this, stating that it had not awarded Polarush the Firearms award. Therefore, it is unknown where he got the gun. We hope that this question will be answered by the police, who have seized the weapon for examination. Although, apparently, Pavlo Polarush will not bear any responsibility – neither administrative, nor criminal, nor even official – for his drunken escapade in the Zarichnyi residential complex in Kyiv.<\/p>\n\n\n\n

However, the State Tax Service and the National Agency for the Prevention of Corruption should still look into the issues of tax evasion and the apparent illegal enrichment of Polarush as head of the National Bank’s Department for Work with Troubled Assets worth hundreds of thousands of dollars.<\/p>\n","protected":false},"excerpt":{"rendered":"
