Vyacheslav Guz, head of the Central Interregional Department of the State Migration Service of Ukraine in Kyiv and Kyiv Oblast, earns a little – up to 60,000 hryvnias a month. But with this money, he somehow manages to drive expensive foreign cars, live in elite residential complexes in the capital, take his girlfriend, model Inna Gudz, on vacation abroad, and attend the luxurious parties of his friend, Russian oligarch Pavel Fuks. Back when he was head of the State Migration Service in Kharkiv region, Guz was accused of enriching himself by issuing passports to citizens, and today, under his leadership, the Kyiv State Migration Service issues passports and residence permits to Russian criminal figures in Ukraine.<\/em><\/p>\n\n\n\n

How Dmytro Lemesh, Vyacheslav Guz’s deputy, was caught taking bribes while issuing Ukrainian documents to Russians<\/strong><\/h2>\n\n\n\n

In the summer of 2022, the Security Service of Ukraine “red-handedly” arrested<\/a> Dmytro Lemesh, 45-year-old deputy head of the Central Interregional Department of the State Migration Service in Kyiv and the Kyiv region, at the time he received a bribe of 10,000 dollars. According to the investigation, the official systematically received illegal monetary rewards from Russians and citizens of the countries of the Middle East and Central Asia for their legalization in Ukraine. The SBU suspected that these people, to whom Lemesh sold residence permits in Ukraine, could have been recruited by the Russian special services to carry out subversive activities in Ukraine.<\/p>\n\n\n\n

During the searches, more than 100 thousand dollars and almost 13 thousand euros in cash were seized<\/a> from Dmytro Lemesh. The court chose a preventive measure for him in the form of bail in the amount of UAH 2.5 million, which Lemesh, an official with a salary of several thousand UAH per month, easily paid, being released during the investigation period. However, as a result, no one deprived him of his freedom: two years later, the prosecutor’s office closed the criminal proceedings<\/a> against Lemesh due to the expiration of the pre-trial investigation period. In other words, the SBU for some reason did not bring the case to court, which in the end returned to the official the 2.5 million hryvnias he had paid as a deposit. Therefore, Dmytro Lemesh, who probably could have helped the special services of the Russian Federation during its full-scale war against Ukraine, remained unscathed – today he continues to work as the deputy head of the Department of Internal Affairs in Kyiv and the Kyiv region.<\/p>\n\n\n\n

A logical question arises, even two. Who helped solve the issue of Dmytro Lemesh’s freedom? But could he, being the deputy head of the Kyiv Department of Internal Affairs, take bribes without the knowledge of his boss?<\/p>\n\n\n\n

Is Vyacheslav Guz selling Ukrainian passports to Russian criminal authorities?<\/strong><\/h2>\n\n\n\n

Vyacheslav Guz is the head of the Central Interregional Administration of the State Migration Service in Kyiv and Kyiv region. Together with Dmytro Lemesh, they are both from Kharkiv. Until 2018, Vyacheslav Guz headed the Main Department of the State Migration Service in the Kharkiv region, and Dmytro Lemesh was his deputy, the head of the Department for Foreigners and Stateless Persons. When Guz moved to Kyiv in 2018, he immediately “took” Lemesh with him. That is, we can safely conclude that they “worked out” well in Kharkiv, and that Lemesh is not a random colleague for Guzy.<\/p>\n\n\n\n

Back in Kharkiv, Dmytro Lemesh caught the attention of anti-corruption officials<\/a> when, with his annual salary of 150,000 hryvnias, he bought himself a brand new Toyota Camry for 1 million hryvnias, an expensive Romain Jerome watch, cryptocurrency and received cash gifts<\/a> of 300,000 hryvnias.<\/p>\n\n\n\n

Vyacheslav Guz himself was not far behind. He headed the migration service of the Kharkiv Region in the turbulent 2014, when he was still a deputy of the Kharkiv City Council from Yulia Tymoshenko’s Batkivshchyna party. Perhaps it was his membership in this political force and his closeness to its leader, whom Guz met with white roses under the hospital, that led to his appointment.<\/p>\n\n\n\n

Already in 2015, local Kharkiv activists from the non-governmental organization “All-Ukrainian League of Lawyers Against Corruption” literally “screamed” about the spread of corruption<\/a> in the DMS, which was “occupied” by dozens of intermediary firms that sold services for easy registration of foreign passports, residence permits, citizenship and so on. One of the activists even sued Guzy for the fact that the DMS in Kharkiv refused to issue him a foreign passport for the legally prescribed amount of 170 hryvnias, imposing on him the services of intermediaries. And he won: Guzya was fined<\/a> 12 thousand 180 hryvnias.<\/p>\n\n\n\n

And this, you must agree, is a very funny punishment for how much Guz earned from the total and systematic sale of the services of the migration service for processing documents. But that’s all, it seems, only the tip of the iceberg. Of course, you can make good money issuing foreign passports, which, judging by the real financial situation of Vyacheslav Guzya, he does. But more on that later. But the migration workers earn a really significant “left hand” from the legalization of foreigners. Dmytro Lemesh is a confirmation of this.<\/p>\n\n\n\n

According<\/a> to the media, the legalization scheme today looks like this: first, the State Migration Service refuses Russian citizens to obtain a Ukrainian passport, after which the applicants file lawsuits against the State Migration Service, which, in turn, recognizes the actions of migrants as illegal and obliges them to issue a passport. The DMS, in turn, is in no hurry to file appeals, as a result of which it grants Ukrainian citizenship to Russians, as if removing responsibility from itself – because the court obliged.<\/p>\n\n\n\n

According to this scheme, a Ukrainian passport in the name of Andrian Mykhailovych Kovalenko was obtained by a certain Andrian Rodin, a Russian criminal authority nicknamed “Half-Beast”, a member of the Rostov criminal group Dida Hassan (close to Putin), known for, according<\/a> to Bihus.info, the deputy head of the National Police of Ukraine, Dmytro Tyshlek, lived in his house. Another member of this group, Asoyan Nodari, is currently suing the State Migration Service according to this scheme.<\/p>\n\n\n\n

In its investigation<\/a>, Mezha published a video recording of the conversation of a person similar to Vyacheslav Guzya, the head of the Department of Internal Affairs in Kyiv and the Kyiv region. The video shows that this person is probably on drugs and says the following:<\/p>\n\n\n\n

“When I came from Kharkiv to Kyiv to work, the “thief” told me that if there was some kind of s**t, it would suddenly turn out that I would be arrested, and you would introduce yourself to me in the “house”. I made them so many documents that if it appears somewhere, I will definitely introduce myself from him\u2026 If he is ready for 150 (probably thousands of dollars – ed.), I will make him a reason, we will collect his database of relatives, then – according to the standard procedure, given through a “hamster”.<\/p>\n\n\n\n

That is, a person similar to Vyacheslav Guzy shares that he provides Ukrainian documents to representatives of the criminal world for money. But it sheds light on the scheme itself, in which the RACS also participates, which probably enters non-existent people into its databases, who are then passed off as relatives of the applicants. There are relatives – there is a reason to issue a residence permit or even a passport.<\/p>\n\n\n\n

In the unified register of court decisions, there is a whole list of lawsuits against Vyacheslav Guzy, the capital’s DMS, in which all the applicants claim that they would like to hand in their Russian passport, but they cannot do it because the Russian embassy in Ukraine is not working, but to go to Russia they can’t Because of this, the courts formally issue decisions obliging Vyacheslav Guzy to hand over documents to the Russians.<\/p>\n\n\n\n

According to the media, according to such a scheme, Guz has already issued a Ukrainian passport to Salih Hasanov, a member of Dida Hassan’s criminal group, which is included in the NSDC’s sanctions list. Now, according to the new documents, his Ukrainian name is Artemov Oleksandr Musolimovych, and this person no longer has any problems with the NSDC. In addition, Anna Volodymyrivna Yevseeva, a Crimean woman entered into the “Peacemaker” base, who cooperated with the Russian occupiers and helped them conduct the so-called “elections”, also received Ukrainian documents from the Kyiv DMS. Another Russian who was helped by Guz to legalize in Ukraine is Yashin Oleksandr Yuriyovych, formerly Shchyptsov, a member of the Russian criminal drug syndicate Khimprom. And this is probably not a complete list.<\/p>\n\n\n\n

We cannot say with 100% certainty that the video published by “Mezhe” featuring a person who looks a lot like Vyacheslav Guzy is authentic. But a characteristic fact: Guz did not deny or at least deny this information, although journalists gave him such an opportunity several times, submitting requests for information to his Department of Internal Affairs. He did not answer any of them. So, it seems that there is nothing to say about it.<\/p>\n\n\n\n

How Vyacheslav Guzu manages to live in the most expensive residential complexes in Kyiv and drive luxury cars <\/strong><\/h2>\n\n\n\n

The way of life of Vyacheslav Guzya can serve as a confirmation of this, which does not correlate at all with his official earnings in the State Migration Service. Officially, he is an ordinary official with a modest enough salary that he owns only an apartment of 113 square meters in Kharkiv. His salary between 2018 and today varies from 38,000 UAH in 2018 to 61,000 UAH per month in 2023. For the life of a non-local person in Kyiv, it is a small amount of money, because in addition to their household expenses, they also need to rent housing.<\/p>\n\n\n\n

What is Guz actually doing, renting an apartment in Kyiv with an area of \u200b\u200b87 square meters from Tetyana Viktorivna Pakhomova for today. For what amount – Guz does not indicate in his declaration. And he does it, it seems, for a reason. Because Tetyana Viktorivna Pakhomova is his niece. The apartment in which the head of the Kyiv Department of Internal Affairs and Communications lives lives, is located in the elite residential complex “Jack House” on Lesya Ukrainka Boulevard, 7B. Taking into account the average cost of apartments in this residential complex of $2,000 per square meter, this apartment could cost Guzya’s niece $174,000. This despite the fact that her parents are ordinary doctors. Mother Alina Pakhomova is an associate professor of the department of fundamental general scientific disciplines of KhMMU, an ophthalmologist and pediatric ophthalmologist of the consultative diagnostic polyclinic of the university clinic of KhMMU, and father Viktor Pakhomov is a traumatologist and orthopedist.<\/p>\n\n\n\n

According to Osint Global, in 2018 this apartment was not taken by Tetiana herself, but by her legal representative Starikov Volodymyr Mykolayovych, because at that time Tetiana Pakhomova was already living in Boston<\/a> in the USA. In addition to the purchase of the apartment, Starikov also acted as Pakhomova’s representative in the purchase for $14,250 of a non-residential premises with an area of \u200b\u200b9.5 square meters in the same Jack House residential complex.<\/p>\n\n\n\n

And now let’s stop on this Volodymyr Starykov. His mobile phone number in the GetContact application is associated with a number of signatures indicating a direct connection with Vyacheslav Guze. Namely “Vladimir the driver of Guzya”, “Vova okhrana Khar Migrationka”, “Vova the driver of Glory and Inna”. From these signatures of Starikov’s number in the telephone books of subscribers, it turns out that Volodymyr Starikov is the driver of Vyacheslav Guzya and, probably, for some time he was registered as a security guard in the Kharkiv Department of State Police.<\/p>\n\n\n\n

That is, what a picture emerges: the daughter of doctors, who studies and works in the USA, buys an apartment in an elite residential complex in the center of Kyiv for almost 200,000 dollars, but her uncle Vyacheslav Guzya, the driver of it, arranges it, who then lives in this apartment, as if renting it her for an unknown cost. Agree that it is very similar to the fact that Vyacheslav Guz is the real owner of this apartment, and his niece is here only to distract the eyes. A relative with a different surname is convenient.<\/p>\n\n\n\n

Through another representative, Hleb Nenko, who is closely related to Volodymyr Starikov, and therefore to Vyacheslav Guze, in 2021 it was also planned for Tetyana Pakhomova to purchase another apartment in another elite residential complex, Taryan Towers, in the Pechersk district of Kyiv. But, most likely, something changed during the purchase process, and the matter did not come to an agreement. But the presence of Pakhomova’s notarial power of attorney in the name of Hleba Nenko with the wording “for the purchase of an apartment in the Taryan Towers residential complex” indicates that at least 300 thousand dollars were planned to be legalized through real estate for the girl, who, let’s repeat, will be in Kyiv and in Ukraine does not happen<\/p>\n\n\n\n

The story with the niece’s apartment is far from the only one on the account of the main migration agent of Kyiv and the region. And this is not the first such rented apartment. As soon as Guz moved to Kyiv in 2018, he began to rent a rather large apartment of almost 133 square meters in the residential complex “Izumrudny” on General Shapoval Street 2 in one such Klyuchko Yulia Sergiyivna, co-owner of the online clothing store JUL & JUL. According to the documents, Yulia Klyuchko purchased this apartment in October 2018, that is, Vyacheslav Guz became her first tenant literally immediately after purchasing the apartment. The cost of this apartment, according to the prices per square meter in this residential complex at that time, can reach up to 300 thousand US dollars.<\/p>\n\n\n\n

In Klyuchko, the chief migration agent of Kyiv also rented a 2012 Audi A8 car worth about 55,000 dollars. His girlfriend bought it in October 2019. And as soon as she bought it, she rented it to Vyacheslav Guzy, because it appeared in his declaration<\/a> in 2019. Interesting, isn’t it? A model-looking girl who owns a small business spends about 350,000 dollars on the purchase of a large apartment in an elite residential complex and an equally elite car in literally a year, and she immediately rents it all to Vyacheslav Guzy. Can you imagine what the relationship between the landlord and the tenant must be like? Given that it was in 2018 that Guz broke up with his common-law wife Kateryna Polezhayava, it is likely that Yuliya Klyuchko could be his girlfriend at that time, to whom he arranged his property, which he could not officially “shine”.<\/p>\n\n\n\n

And according to Osint Global, Yulia Klyuchko, the head of the Kyiv Department of Internal Affairs, allegedly moved to the Audi in a 2017 Mercedes-Benz GLE 250. It was driven by his driver Volodymyr Starikov, whom Guz took with him from Kharkiv. This car was bought new in the showroom in 2017 for $80,000 and was registered to 58-year-old Gritchyna Tetyana Ivanovna, who at that time was registered as a sole trader engaged in house cleaning.<\/p>\n\n\n\n

Tetyana Hrytchyna is the mother<\/a> of Hrytchyna Viktoriya Yuryivna, who since 2015 has been working as the deputy head of the Department for Citizenship, Passporting, Registration and Emigration of the State Department of Internal Affairs of Ukraine in the Kharkiv region. That is, she was a subordinate of Vyacheslava Guzya. And, apparently, another person close to him, to whom he probably arranged his property.<\/p>\n\n\n\n

Victoria Gritchyna herself with a salary of UAH 7,600 per month at that time used<\/a> a 2015 LEXUS NX300H car worth about 50,000 dollars, which was similarly registered to her mother. The mother of a middle-ranking official has such good fortune. She herself probably walks while the head of the Department of Internal Affairs and his subordinate drove her foreign cars for free. Aha.<\/p>\n\n\n\n

Remember the saying about  “once is a coincidence, two is a coincidence, and three is a regularity”? So the regularity is that throughout his career in the State Police of Ukraine, Vyacheslav Guz, seemingly without officially having anything, constantly rents housing and cars, never once specifying the cost of this rent. Considering the size of his official incomes, he should have put them all down to this alone. And even more. And every time renting this property raises many questions about its authenticity.<\/p>\n\n\n\n

In 2020<\/a>, Guz leased another 2012 Audi A8 car from Viktor Viktorovych Tokarenko. In 2023<\/a>, he changed it to a 2008 Subaru Outback, and Viktor Viktorovych Tokarenko again acted as the lessor. Straight man-car dealership.<\/p>\n\n\n\n

But that’s not all. In the declaration for 2022<\/a>, Guz entered a 2008 Toyota Land Cruiser 200 car and indicated that he uses it free of charge. Who is this benefactor? The car belongs to the public organization “Defender 2022”<\/a>. The head of this NGO from the day of its foundation on September 6, 2022 until February 2024 was\u2026 that’s right, Vyacheslav Guz. According to our data, this car was imported into Ukraine in a simplified form without customs clearance, probably as humanitarian aid for military purposes, and was registered on September 13, 2022. That is, exactly one week after Guz registered the NGO, he brought a car to Ukraine under the guise of humanitarian aid, with which he helped\u2026 himself. It is noteworthy that no information about any public activities of this organization could be found in the public domain, which may indicate that its creation was fictitious only in order to turn around such schemes – importing cars under the guise of a “humanitarian” or something else.<\/p>\n\n\n\n

In general, the picture is as follows: year after year, Vyacheslav Guz lives in expensive apartments in elite residential complexes in the capital and drives around in expensive foreign cars with a total cost of millions of US dollars, which, taking into account all of the above, is very similar to the scheme of legalization of shady income Which, as we have already understood, is quite easy to get in the migration service.<\/p>\n\n\n\n

How the relationship with Guz contributed to the material success of the model Inna Gudz<\/strong><\/h2>\n\n\n\n

In this context, the material growth of Vyacheslav Hudz’s new common-law wife \u2014 Ukrainian model Inna Hudz, with whom he has been in a close relationship since about 2020 \u2014 is indicative. According to our data, before the full-scale invasion of the Russian Federation into Ukraine, they vacationed together several times abroad: Huz and Gudz celebrated the new year 2021 together in the Dominican Republic, May holidays \u2014 in Dubai in the UAE, in August 2021 they went to Bodrum for 2 weeks, that in Turkey, and in September they traveled to France and Switzerland. Let us remind you that all this is for a salary of 43 thousand hryvnias per month, which Guz received at that time. Well, or his model rolled across the seas and oceans for his shooting fees.<\/p>\n\n\n\n

Apparently, the same fees also brought Inna Gudz an apartment of 55 square meters in the elite residential complex “Bulvar Fontaniv” on Saperne Pole Street 5 in the Pechersk district of Kyiv, which she bought just after the beginning of a relationship with Vyacheslav Guz on November 9, 2020, no less than<\/a> for $230K. A year later, in 2021, Gudz became the owner of a brand new 2021 Volkswagen Passat, worth $45,000. And already in 2022, the common-law wife of the main migrant worker in Kyiv also acquired a parking space in the same residential complex “Bulvar Fontaniv”, which costs<\/a> from 28 to 45 thousand dollars.<\/p>\n\n\n\n

Vyacheslav Hudz did not declare all this, although he is obliged by law, because he has a common life with Inna Hudz, to whom he is not officially married, and because of this, he must include data on her property status in his declaration. Well, let’s not “spoil” with all this such an “exemplary” declaration of an ordinary official who has nothing, everything is rented for only one small salary.<\/p>\n\n\n\n

Friendship with oligarch Pavlo Fuks. Is Guz connected to his activities against Ukraine?<\/strong><\/h2>\n\n\n\n

Another joint trip, which Huz and Hudz made together, took place already after the introduction of martial law in Ukraine: on October 24, 2022, after crossing the Polish border, they flew to Great Britain, from where they returned on November 6. It is not known on what basis Guz crossed the border, but according to Osint Global, in London, the chief migration agent of Kyiv and Kyiv region and his companion attended the birthday celebration of the famous Russian-Ukrainian oligarch Pavlo Fuchs, who is included in the NSDC sanctions list.<\/p>\n\n\n\n

Vyacheslav Guz together with Inna Gudz were guests of the birthday of the sanctioned Fuchs even before the great war in October 2021, when Fuchs celebrated it on a grand scale in the village of Kozyn near Kyiv, where Russian performers Artur Pirozhkov and Svitlana flew from Moscow to entertain the oligarch and his guests Orach. Then the head of the capital’s migration service, being clearly in a state of heavy alcohol intoxication, admitted<\/a> to journalist Mykhailo Tkach that he was on friendly terms with Fuchs.<\/p>\n\n\n\n

It is not known when and under what circumstances they became friends, but it is possible that the legalization of Fuchs in our country is also on the topic. Fuchs moved to Ukraine in 2014, when Guz headed the Kharkiv Department of the State Migration Service. Taking into account the fact that Kharkiv native Pavlo Fuchs was a close friend of the late Kharkiv mayor Genadiy Kernes, it is possible that the connection could have been established through him.<\/p>\n\n\n\n

Western media, citing their sources in American intelligence, reported that Pavlo Fuchs organized sabotage in Kharkiv before the beginning of the full-scale invasion of the Russian Federation in Ukraine: according<\/a> to Rolling Stone, Fuchs paid Kharkiv residents from $500 to $1,500 through intermediaries to paint on houses of Nazi graffiti, which should have created for the Russian Federation before its invasion the “correct” informational background about the “Nazification” of Ukraine. Apparently, Fuchs had no choice but to agree to this proposal by the FSB, which set a condition for the oligarch \u2014 either cooperate or lose all your assets in the region after the seizure of Ukraine. Pavel Fuchs’ activities in the interests of the Kremlin were reported earlier, when he was accused<\/a> of schemes to withdraw money from Ukraine by Viktor Yanukovych’s entourage. Moreover, according<\/a> to the journalists of the “Schemes” program, Fuchs still has business interests in Russia, connected with the family of another odious character in Ukraine – Andriy Portnov, against whom US sanctions have been imposed.<\/p>\n\n\n\n

In the context of the legalization of citizens of the Russian Federation and Russian criminal authorities in Ukraine by the Kyiv migration service, can Guzy’s relationship with Fuchs be not only friendly, but also “professional”? Could Vyacheslav Guz be one of the elements of Fuchs’ cooperation with the Russian special services, in which he helps to legalize Kremlin agents in Ukraine? I would like the Security Service of Ukraine to answer these questions.
