They legalize these unofficial incomes through the FOP of their daughters, who have just come of age. Having only their small civil servants&#8217; salaries from official income, they buy expensive foreign cars, plots of land and pay for the education of their daughter Anna Borzova. All this is possible in the third year of the war thanks to Iryna&#8217;s father Naum Barula, who has close contact with the president of Ukraine.<\/em><\/p>\n\n\n\n<p class=\"wp-block-paragraph\" id=\"conflict\">April 2024. At one of the gas stations in the city of Vinnytsia, the head of the Vinnytsia regional military administration Serhiy Borzov, according to some reports, in an inebriated state, got into a fight with four boys. Obviously, in order to teach them, using his powerful position, Borzov summoned representatives of the TCC to the place, who began to hand the opponents of the head of the region summonses.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\" id=\"conflict\">The video from the surveillance cameras that recorded the incident went viral on social networks, whose users were outraged by Borzov&#8217;s behavior, calling him a &#8220;local tsar.&#8221; The video recorded how the Vinnytsia &#8220;governor&#8221; together with his friend, deputy head of the Tulchyn RDA Mykhailo Murga (who was detained by SBI investigators in February 2024 on suspicion of extorting and receiving a bribe of $4,000), approached a gas station. The altercation with her visitors is not visible on the video, but Borzov is seen making a phone call somewhere, after which several military personnel arrive on the scene, to whom the head of Vinnychyna points with a finger at someone to whom a summons should be served.<\/p>\n\n\n\n<iframe loading=\"lazy\" src=\"https:\/\/www.facebook.com\/plugins\/video.php?height=308&#038;href=https%3A%2F%2Fwww.facebook.com%2Fivasi.news%2Fvideos%2F345340571919668%2F&#038;show_text=false&#038;width=560&#038;t=0\" width=\"560\" height=\"308\" style=\"border:none;overflow:hidden\" scrolling=\"no\" frameborder=\"0\" allowfullscreen=\"true\" allow=\"autoplay; clipboard-write; encrypted-media; picture-in-picture; web-share\" allowFullScreen=\"true\"><\/iframe>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;That evening, four boys will receive summons only because they met an angry and drunk Serhii Borzov on their way,&#8221; the commentators testified. On June 25, the President of Ukraine, Volodymyr Zelenskyi, <a href=\"http:\/\/pravda.com.ua\/news\/2024\/06\/25\/7462578\/\" title=\"\">dismissed<\/a> Serhii Borzov from the post of the head of Vinnytsia OVA.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"borzov\"><strong>Who is Sergey Borzov?<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Serhii Borzov, like the President of Ukraine Volodymyr Zelenskyi, is a former player of the &#8220;Club of the Cheerful and Smart&#8221;. His first official place of work was Company Game LTD LLC, where he was a DJ in July-August 1997. Then he moved to the Crimea, where he worked in Sudak for three years as an administrator of Russian Oleksandr Maslyakov&#8217;s company AMIK-Ukraine. From 2006 to 2011, he managed the Vinnytsia Peppers KVK team, and later &#8211; the National Team of Ukraine.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Borzov&#8217;s path to politics was not as quick and successful as that of the current Ukrainian president. In 2006, he tried to become a deputy of the Vinnytsia City Council from the &#8220;Liberal Ukraine&#8221; party, but did not pass. Five years later, Arseniy Yatsenyuk was a candidate for regional council deputy from the Front of Change. But he also did not get the required number of votes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But at the beginning of June 2014, the humorist and historian by education Serhii Borzov, the director of the Vinnytsia Peppers and Zbirna Ukraine teams, who worked in the Russian creative association &#8220;Olexander Maslyakov and Company&#8221;, nevertheless began his political career. year, when President Petro Poroshenko, who sponsored the Vinnytsia Peppers team, appointed him deputy head of the State Administration of Affairs. A year later, Serhii Borzov became the acting head of the State Security Service, where he immediately, as befits a typical Ukrainian civil servant, began to enrich himself at the expense of his position.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"kvartura\"><strong>How Serhiy Borzov appropriated a state-owned apartment in the center of Kyiv<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Literally a few months after Borzov was appointed as the head of the DUS, the state enterprise &#8220;Ukrzhitloservice&#8221; under the State Administration of Affairs issued a certificate of ownership to Serhii Borzov for an elite 187-meter apartment in a high-rise building on Lesya Ukrainka Boulevard in the center of Kyiv.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As the SBI investigators saw, the apartment was illegally removed from the number of official ones. So, in fact, the head of the State Security Service received a state-owned apartment worth UAH 10 million for free, where he immediately registered his wife and four other close relatives in addition to himself.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As soon as it became known in 2016, President Poroshenko <a href=\"http:\/\/pravda.com.ua\/news\/2016\/07\/23\/7115710\/\" title=\"\">dismissed<\/a> Borzov from the State Criminal Investigation Department, and SBI investigators <a href=\"http:\/\/epravda.com.ua\/news\/2016\/09\/2\/604180\/\" title=\"\">opened criminal proceedings<\/a> on this fact under Part 2 of Article 364 of the Criminal Code of Ukraine &#8220;Abuse of an official position that caused grave consequences.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, the case did not reach its logical conclusion, as is very often the case in Ukraine: the last mention in the Unified Court Register of the specified criminal proceedings is contained in <a href=\"http:\/\/reyestr.court.gov.ua\/Review\/86363533\" title=\"\">the resolution dated December 16, 2019<\/a>, on granting NABU detectives access to data on the telecommunications services of Borzov&#8217;s relatives, which allegedly lived with him at the time of privatization of the apartment. Since that time, the investigation seems to have stopped: no data regarding the trial proceedings have been recorded. At the same time, the almost 190-meter Kyiv apartment is included in Borzov&#8217;s <a href=\"http:\/\/public.nazk.gov.ua\/documents\/0d82b20d-1727-422e-9bf6-d65a0006a2c6\" title=\"\">declarations<\/a> to this day \u2014 no one took it from him.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Instead, <a href=\"http:\/\/texty.org.ua\/fragments\/94393\/Ynteresujet_vozmozhnost_ubrat_materyal_Zelenskyj_postavyv_na-94393\/\" title=\"\">the media<\/a> contains information about efforts to remove negative references to Borzov from the information space in the context of this criminal case. The ground was probably being prepared for his new appointment, because it was in 2019, after his victory in the presidential elections, that Volodymyr Zelensky <a href=\"http:\/\/pravda.com.ua\/news\/2019\/08\/1\/7222501\/\" title=\"\">returned<\/a> Serhiy Borzov to the position of head of the State Administration of Affairs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Despite the corruption scandal, Borzov confidently joined the new president&#8217;s team: in 2020, he ran for mayor of Vinnytsia from his Servant of the People party, but once again the people of Vinnytsia did not trust him, giving the former KVK member only 6% of the vote. There would have to be very good reasons for the person who became the head of the state in the image of an opponent of corruption and old faces, to get dirty with the personality of Serhiy Borzov.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Well, yes, they both left the KVK, you say. And you will be partially right. Because, judging by everything, Borzov&#8217;s guide in politics is his father-in-law Naum Barulya, a Ukrainian producer and <a href=\"http:\/\/radiosvoboda.org\/a\/skhemy-prodyuser-lihy-smikhu-pasport-rf-biznes-krym\/32734449.html\" title=\"\">long-time partner<\/a> of Volodymyr Zelenskyi in the &#8220;95th quarter&#8221;. Together with Barula, Zelensky founded the &#8220;Laughter League&#8221; TV show and produced a number of well-known Ukrainian television series. But the fact that the prot\u00e9g\u00e9 of the spouses of Ukrainian politicians, the Borzovys, still has a Russian passport will probably still cause certain emotions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On April 28, 2009, 63-year-old Naum Barulya received a passport of a citizen of the Russian Federation No. 53 09 828555 and an identification tax number 561210429784, when checking which on the official website of the Federal Tax Service, you can make sure that the status of Baruli&#8217;s Russian passport is still valid today. In addition, Barulya has a home in the annexed Crimea: the address of his registration according to his Russian passport is the city of Sudak, str. After the annexation of Crimea, Borzova, despite the fact that she became a deputy of the Vinnytsia City Council from Volodymyr Groysman&#8217;s party, continued to do business in Sudak, having reorganized it according to Russian laws. According to data from Russian registers, the Crimean business of the Baruli-Borzovs is only flourishing: the income of Profil-N LLC for 2023 increased by 37% and amounted to 3.5 million Russian rubles.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Today, the company &#8220;Profil-N&#8221; is a food establishment on the central embankment of Sudak called &#8220;Prokhlada&#8221;. The stylistic design of the institution is permeated with &#8220;nostalgia for the USSR&#8221;. From 2019 to 2022, the company accumulated more than a million rubles in taxes for the Russian budget, of which the coffers of the occupiers were replenished by half a million after the full-scale invasion of the Russian Federation into Ukraine.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In addition, for 5 years after the occupation of Crimea, until 2019, Naum Barulya co-owned the large hotel-restaurant &#8220;Parus&#8221; on the central embankment of Sudak. All this time, his partners in this business were pro-Kremlin politicians. In particular, <a href=\"http:\/\/chesno.org\/politician\/210115\/\" title=\"\">Anatoly Sinyuk<\/a>, ex-deputy of the Verkhovna Rada of Crimea from the Party of Regions, who supported the annexation of the peninsula in 2014 and was later suspected of treason. In 2018, when Barulya and Sinyuk jointly owned a restaurant in Sudak, Ukraine imposed sanctions against the latter. After the full-scale invasion, Sinyuk supported Putin&#8217;s actions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Another partner of the &#8220;League of Laughter&#8221; producer, Borys Deych, is a former People&#8217;s Deputy from the Party of Regions, who also supported the seizure of the Ukrainian peninsula and called for a pseudo-referendum to vote for Crimea&#8217;s accession to Russia. According to them, in 2020, Anna Borzova, the 22-year-old daughter of Iryna and Serhii, opened <a href=\"http:\/\/youcontrol.com.ua\/catalog\/fop_details\/65624256\/\" title=\"\">a sole<\/a> proprietorship engaged in the operation of restaurants and the provision of mobile catering services. Immediately, this sole proprietorship began to bring millions in revenue to the girl, who had just reached the age of majority: UAH 1 million 311 thousand in 2021, UAH 1 million 112 thousand in 2022, and UAH 1 million 83 thousand in 2023.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At the same time, the analysis of publicly available information does not confirm that Anna Borzova is really engaged in some kind of restaurant business. The gift of Nahum Barula to his granddaughter Anna Borzova in the form of UAH 2.5 million declared in 2021 by Serhiy Borzov also leads to this opinion. In the same way, for example, as a gift from his mother, a citizen of the Russian Federation living in Crimea, the Odesa judge <a href=\"https:\/\/osintglobal.com\/poblazhlyvyy-do-rosiian-odeskyy-suddia-dmytro-tishko-vynis-rishennia-na-koryst-poplichnyka-putina-pislia-choho-kupyv-maietok-bilia-moria\/\" title=\"\">Dmytro Tishko, lenient towards Russians<\/a>, legalized his income.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"zemlya\"><strong>How Iryna Borzova appropriated city land on the riverbank in Vinnytsia to build a restaurant<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Do you remember the incident at the gas station involving Borzov? Then he summoned a whole group of TCC employees late in the evening with one call. The close ties of the former head of the Vinnytsia Regional State Administration with the TCC were traced not only in this shameful story, but also in another, no less disgusting one. In 2023, the head of the Vinnytsia TCC, Roman Poterlevich, according to the SDB, appropriated one of the eight apartments provided by the local developer Volodymyr Khomenko for the families of servicemen of the Armed Forces.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As a result, military families actually settled in seven apartments, and in one of them, the father of the head of the TCC. In August 2023, the SBI seized this apartment through the court, and the developer Khomenko <a href=\"http:\/\/antikor.com.ua\/articles\/640548-kvartira_voenkoma_vmesto_bojtsa_vsu_zastrojshchik_rasskazal_kak_glava_vinnitskoj_ova_borzov_othimal_hilje\" title=\"\">stated<\/a> that Poterlevich took possession of the apartment on the orders of the head of the Regional State Administration Serhiy Borzov &#8211; they say <a href=\"http:\/\/bastion.tv\/my-prodolzhaem-kvn-golova-vinnickoyi-ova-sergij-borzov-vidzhimaye-kvartiri-u-soldativ-i-derzhavi_n56111\" title=\"\">it was his bribe<\/a> to the head of the TCC.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But it was not only the &#8220;badly lying&#8221; housing that troubled the Borzovy family. In 2015, their friend and partner Viktor Ishchenko was the director of the state enterprise &#8220;Center of the State Land Cadastre&#8221;, when the Vinnytsia City Council, whose deputy was Iryna Borzova, leased him a plot of land of 800 square meters in a picturesque place on the banks of the Southern Bug in Vinnytsia \u2014 on Uspenskyi Street near the dam. After some time, this plot of land and two others next to it, with an area of \u200b\u200b523 square meters and 3,600 square meters, were already owned by Saibor LLC, the founder of which at that time was Iryna Borzova herself, and currently her daughter Anna Borzova with a share in 55%<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In 2016, <a href=\"http:\/\/regionews.ua\/ukr\/articles\/1597653476-rodinniy-biznes-ochilnika-vinnitskoyi-oda-abo-piv-gektara-zemli-na-berezi-pivdennogo-bugu\" title=\"\">according<\/a> to the media, the construction of an elite restaurant began on these plots. According to the construction passport, the customer of the project was Viktor Valentinovych Ishchenko. In the declaration for 2016 of deputy Iryna Borzova, it is indicated that she spent her funds on the construction of a 686-square-meter building belonging to Viktor Ishchenko. That is, Iryna Borzova&#8217;s tandem with the head of the State Land Cadastre Center allowed them to reverse the scheme with the withdrawal of city land in a prestigious place and build a restaurant on it. How the land, which was owned by the community and was leased to Viktor Ishchenko, later ended up in the ownership of deputy Iryna Borzova is a big question that should definitely interest law enforcement agencies.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As well as the fact that, as soon as Serhii Borzov became the head of the Vinnytsia Regional State Administration, <a href=\"http:\/\/opendatabot.ua\/c\/20109164\" title=\"\">the Alex-2 LLC<\/a>, which is 50% owned by his father Mykola Prodanchuk, and where Serhii Borzov himself once worked in 2002, began to actively win state contracts tenders in Vinnytsia, receiving a total of about UAH 3 million in revenue from the Vinnytsia budget.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"auto\"><strong>Expensive cars and education in Europe. The Borzovs&#8217; expenses are many times higher than their official income<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The fact that the analysis of their declarations shows that their official income does not match their lifestyle is already typical for Ukrainian deputies and civil servants. They manage to buy expensive cars, plots of land and educate their children abroad on their official salaries. The Borzov family is no exception.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For example, according to <a href=\"http:\/\/public.nazk.gov.ua\/documents\/7672167c-5285-44f8-ab95-67e71d192b56\" title=\"\">the declaration for 2016<\/a>, Iryna Borzova purchased a 2016 BMW 520 car worth about 40 thousand US dollars, despite the fact that the joint income of Sergey Borzov and his wife in that year was only 23 thousand 170 dollars.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In 2021, Borzov was already more prudent and did not allow the arithmetic of his income and expenses to show negative values. To do this, you can simply understate the real value of the property in the declaration, so that the question &#8220;where did the money come from?&#8221; does not arise. In that year, the head of the Vinnytsia State Administration purchased a plot of land with an area of \u200b\u200b1,000 square meters next to his house in the village of Selishche, Tyvriv district, for exactly 100,000 UAH (3,675 USD). His income allowed such a purchase, but the fact is that this plot is located in a picturesque and popular place on the banks of the Southern Bug, with a forest nearby, and the distance to Vinnytsia is only 7 km. Therefore, the average market value of a similar lot near the river is $1,000 per acre, meaning his lot should have been worth in the neighborhood of <a href=\"http:\/\/dom.ria.com\/uk\/realty-prodaja-uchastok-pod-jiluyu-zastroyku-selische-tyivrov-bogna-vana-lia-30580665.html\" title=\"\">$10,000<\/a>, not 3 times less.<\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"654\" src=\"https:\/\/osintglobal.com\/wp-content\/uploads\/2024\/10\/cleaned1721868396_zemlya_sergiia_borzova-1024x654-1.png\" alt=\"\" class=\"wp-image-536\" srcset=\"https:\/\/osintglobal.com\/wp-content\/uploads\/2024\/10\/cleaned1721868396_zemlya_sergiia_borzova-1024x654-1.png 1024w, https:\/\/osintglobal.com\/wp-content\/uploads\/2024\/10\/cleaned1721868396_zemlya_sergiia_borzova-1024x654-1-300x192.png 300w, https:\/\/osintglobal.com\/wp-content\/uploads\/2024\/10\/cleaned1721868396_zemlya_sergiia_borzova-1024x654-1-768x491.png 768w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><figcaption class=\"wp-element-caption\"><em>Serhiy Borzov claims that he bought a plot of land in this place near Vinnytsia for only UAH 100,000<\/em><\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">In 2022, the Borzovs bought a 2016 Mercedes-Benz Vito 114 and indicated in the declaration that its price was $15,000. But it is impossible to find such a car at such a price: its average price on the market varies from 25 to 29 thousand US dollars.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Meanwhile, according to information from <a href=\"https:\/\/www.linkedin.com\/in\/liza-borzova-76aba7312\/\" title=\"\">Linkedin<\/a>, the youngest daughter of the Borzovs, 18-year-old Elizaveta Borzova, is receiving a bachelor&#8217;s degree in international communication from <a href=\"https:\/\/www.hanze.nl\/en\/about-hanze\/our-story\" title=\"\">Hanze University of Applied Sciences<\/a> in Groningen, Netherlands, starting in September 2023. For foreign students, a bachelor&#8217;s program at this university costs an average of 7.4 thousand dollars per year. Also, this amount should include the cost of living in the Netherlands, which is on average 1000-1600 dollars per month, i.e. 12-19.2 thousand dollars per year. So, together, it will be from 19.4 to 26.6 thousand dollars per year of expenses for the family of civil servants, who officially earn only 1.18 million hryvnias per year (about 30 thousand dollars). What do they live for then after such expenses? Are the revenues from business in Crimea taxed by the Russian state on the &#8220;left&#8221;?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">By the way, it is interesting that Yelyzaveta Borzova, like her sister Anna, as soon as she came of age, immediately registered a <a href=\"http:\/\/clarity-project.info\/fop\/14009105\" title=\"\">sole proprietorship<\/a> (types of activity: other types of education, activity of intermediaries in the trade of food, beverages and tobacco products, activity of restaurants, provision of services mobile food). It is clear that the 18-year-old student of the Dutch university is unlikely to be engaged in the trade of food products and the restaurant business in Ukraine &#8211; most likely, her FOP is also used to legalize the profits of Borzovyh and Naum Baruli.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Given that Nahum Baruli&#8217;s close contact with President Zelenskyy has apparently not disappeared, it is not excluded that Serhii Borzov, after the scandalous dismissal from the post of head of the Vinnytsia OVA, will &#8220;emerge&#8221; somewhere again.
